Make TestWebKitAPI.WebTransport.ServerCertificateHashes not time out

Unreviewed.
The test was timing out sometimes. The test doesn't need to check that stream
closing
works, it just needs to test that the connection succeeds. Simplify the test
to make
it stop timing out.
