[Tools][CISupport] start-local-buildbot-server updates for launching ews with
last buildbot version

The EWS buildbot server has been upgraded to last buildbot version on
301260@main
This is a follow-up patch for 300676@main to make also this test tool use the
last
buildbot version for the test ews.
