WPEPlatform: Add -Werror for DEVELOPER_MODE

EWS failed to catch a new compiler warning. For example,
<https://webkit.org/b/299262>. Added DEVELOPER_MODE_CXX_FLAGS to
WPEPlatform, WPEPlatformDRM, WPEPlatformHeadless, and qtwpe targets.
