(Publish.branches_on): Match branches which start with specified string.
(Publish.tags_on): Match tags which start with specified string.
(Publish.main): Match branches/tags which start with specified string.
* Tools/Scripts/libraries/webkitscmpy/webkitscmpy/test/publish_unittest.py:
(TestPublish.test_git_exclude_startswith): Added.
