[WebXR][WPE][GTK] Build WebXR layers in developer builds

Reviewed by Adrian Perez de Castro.
Build WebXR layers support as long as developer builds are on.
Also fixed a build issue caused by a missing include that appears
once the layers build is enabled.
No new tests as this is just enabling building WebXR Layers.
