Drop ENABLE_- prefix in HTMLModelElement.idl

301487@main unified some ENABLE_ defines but used ENABLE_ in the
.idl which is not supported, the ENABLE_ prefix must be dropped.
Drop the enable prefix along with the ModelProcess conditional as
these parts of the idl are not conditional on the ModelProcess.
