[CSS Zoom] We already pass page-rule-selection.html with evaluation flag on

- At some point when we finished integrating the unzoomed model for all of:
margin, line-height, etc
we started passing this test but it seems we missed stopping to force the flag
off for it.
- Also, many years ago we marked this test as expected to failure for WK2 due
to TestRunner
missing testRunner.pageProperty.I believe this is no longer true.
