[GTK] Add missing hyphenation dictionaries to APT dependencies file

Reviewed by Nikolas Zimmermann.
Many hyphenation tests are failing in the CI because there are
no hyphenation dictionaries installed in the SDK. The SDK pulls
WebKit dependencies from this file, so add at least the en-gb
and en-us dictionaries.
