[GLIB] Remove dead code from libhyphen implementation

The libhyphen implementation has code that was used with
flatpak and/or jhbuild provided dictionaries, but we don't
support those anymore.
* Source/WebCore/platform/text/hyphen/HyphenationLibHyphen.cpp:
(WebCore::availableLocales):
(WebCore::webkitBuildDirectory): Deleted.
(WebCore::scanTestDictionariesDirectoryIfNecessary): Deleted.
