[WPE][cross-toolchain-helper]: libhyphen is required by default on WPE after
305816@main

Unreviewed build fix.
After 305816@main libhyphen is required by the default WPE build.
However this dependency was not available on the Yocto environment
used by the RPi4 perf bots.
This patch adds the recipe for libhyphen and builds the dependency
into the default image that cross-toolchain-helper generates.
The changes are integrated here as a local patch that has been
forwarded in another PR to the meta-webkit layer repo for review.
