[GTK][WPE] WebGL2 failures for GTK and WPE ports
https://bugs.webkit.org/show_bug.cgi?id=251107
Unreviewed test gardening.
76 WebGL2 tests have been passing consistently on all 4 main tester
bots since early December (circa 3038XX@main). So let's unmark then as
flaky so we can catch eventual real regressions in the future.
