Switch JetStream3.0 plan to the branch

Reviewed by Yusuke Suzuki and Dewei Zhu.
Now that there's a branch for JetStream3 we should use that instead of
main. This let's changes happen on main of the JetStream repo without
impacting the branch.
Also, update the list of subtests to match the final set of tests.
