[ews] Update safe-merge-queue to look for jsc-debug-arm64 instead of jsc-arm64

This is needed after 305715@main since this queue was renamed in that commit.
Currently safe-merge-queue seems to be waiting forever because it is looking
for now non-existing jsc-arm64.
