[Win] Use libpas instead of mimalloc by default on Windows

After 305908@main, mimalloc became the default allocator on Windows.
This patch restores libpas as the default allocator on Windows by
setting USE_MIMALLOC_DEFAULT to OFF, which is consistent with the
behavior prior to that change.
