Reviewed by Mark Lam.

This was meant to enable an ‘atomic’ enablement of the code for the MTE
implementation. At the time we wanted to keep it around briefly in case
we needed to revert, but that was a long time ago and the old code is no
longer compatible regardless, so we can remove it.
