[GTK][WPE] Disable using GPUProcess at runtime by default

Using GPUProcess is not yet ready, disable its use at runtime by
default, but do not disable building it at the CMake level to allow
developers to continue working on GPUProcess support.
* Source/WTF/Scripts/Preferences/UnifiedWebPreferences.yaml: Disable
GPUProcess usage for WebGL, which is the only feature that currently
uses it in the GTK and WPE ports.
