Updates to landed IPC functions

This updates the nascent Swift Back Forward List code to correspond to some
minor changes in the Swift and C++ APIs which it uses. These changes are
necessary for this code to build (which only happens if
ENABLE_BACK_FORWARD_LIST_SWIFT is used locally.)
