[JSC] Bump JIT worklist thread number from 3 to 4

Reviewed by Yijia Huang and Dan Hecht.
We scheduled broad A/B tests on various devices, and because of our
change in compilers, GC, worklist scaling etc., it turned out that the
optimal number becomes changed from 3 to 4 now. This patch changes it.
