[JSC][WASM][Debugger] Make WebAssembly Debugger preference available to
developers

Promote WebAssemblyDebuggerEnabled from internal to developer status,
making LLDB debugging support for WebAssembly accessible in developer
builds instead of being limited to internal builds only.
