Make UsesBackForwardCache defaults overridable

WebBackForwardCache is currently unused when Site Isolation is enabled. So to
make memory benchmarks
of SI off vs. on make sense, we need to have both configs run with the B/F
cache disabled. To do
this, make UsesBackForwardCache defaults overridable. The existing
WebKitUsesPageCachePreferenceKey
doesn't work since it only affects WebKitLegacy rather than WebKit2.
