Enhanced <select>: add UA styles for option & optgroup

Add styles from: https://html.spec.whatwg.org/#the-select-element-2
Note that the styles do not need to be scoped to `appearance: base` since we
don't create option renderers without `appearance: base` pickers (see
`HTMLOptionElement::rendererIsNeeded()`).
Also scope some pre-existing option/optgroup styles to the select element, to
match the spec.
Given we never created option & optgroup renderers (see
`HTMLOptGroupElement::rendererIsNeeded()`, this does not change the rendering.
