REGRESSION(303449@main): [WPE] Cannot build documentation with
ENABLE_WPE_1_1_API=ON

Reviewed by Claudio Saavedra.
Fix documentation generation by adding a missing guard to ensure that
the GI scanner does not "see" the webkit_web_view_get_snapshot()
function when building WPE with the 1.1 API.
