Generate single interop file on most recent SDKs

On the most recent non-iPhone/MacOS SDKs, switch to generating a single
WebKit-Swift-Generated.h file for use in both objective-C and C/C++ code that
wishes to interact with Swift. This is a pre-requisite to enabling the Swift
Back Forward List on those other platforms.
