[threaded-animations] re-enable "Threaded Time-based Animations" by default

The "Threaded Time-based Animations" flag was enabled by default in 307441@main
but it was
bumped down to "preview" in 307537@main due to some Apple-internal
infrastructure failures.
Some key fixes in that area landed since then (307912@main, 307913@main,
307965@main,
307993@main, 308011@main, 309053@main and 309058@main) and it should be safe to
re-enable
this flag by default.
