[Build] JavaScriptCore fails to find WebKitAdditions script in downlevels

Unreviewed build fix.
As in 309062@main, fix by having the `postprocess-header-rule` script
look for WKA content using the path build setting, which includes
"safari-sdk/" when building for downlevels and STP.
