Add an instrinsic for toUpperCase

Add an intrinsic for toUpperCase.
This test exercises some common cases when using toUpperCase.
Test: JSTests/stress/to-upper-case.js
This benchmark shows an improvement compared to the non-intrinsic
implementation. Before my changes, it would take 21ms, and after
15ms.
