Add WorkerInSharedWorkerEnabled preference

The patch for bug 265263 is not succeeding on the bots due to some kind
of incremental build error I have not been able to fully figure out.
(The tests that crash in a release build there are passing in a release
build locally.)
Hopefully adding the preference first sidesteps the issue.
