[WPE][GTK] Disable USE_VULKAN by default
https://bugs.webkit.org/show_bug.cgi?id=312992
Unreviewed build fix.
Changeset 312614@main enabled VULKAN by default in Developer mode. That broke
the builds for Debian and Ubuntu post-commit bots.
