[WKCI][GTK] Switch GTK-Linux-64-bit-Release-Perf from test-only to
build-and-test

This decouples the GTK perf bot from the built products generated on the
GTK release bot. The GTK perf bot will now build webkit independently.
This is in preparation to enable assertions on the GTK post-commit bots,
which shouldn't be enabled for the perf tests due to the performance hit.
