[Swift GTK] Add WebBackForwardListMessageReceiver to cmake

This adds the source code relating to the Swift version of the
WebBackForwardList into our cmake build. It's one of a number of PRs required
to get it to build correctly. It's conditionalised because the generated file
won't even exist unless this option is enabled.
