[HDR] Enable the feature flag HDRAcceleratedApplyGainMapEnabled

This feature was added to allow comparing the quality of rendering the gain-map
images when decoded in unaccelerated backing store in WebContnet process versus
when it is decoded in accelerated backing stores in GPU process. So enable this
feature flag.
