[Win] Enable RELEASE_LOG on the Windows port

Fixes the recurring `-Werror,-Wunused-variable` breakages, most recent
313687@main but it happens regularly, by switching Windows from the
RELEASE_LOG_DISABLED branch to the generic LOGF RELEASE_LOG backend.
