[JHBuild] update jbuild version in jhbuild-wrapper to work with python 3.14

The issue was fixed upstream in
https://github.com/GNOME/jhbuild/commit/70de2723bfcca6f6660e36111015bcee3afab58a,
updating pinned jhbuild version to the current main to include the fix.
