[GTK][WPE] Skia compositor: re-enable DDL by default

Reviewed by Alejandro G. Castro.
We disabled it because it regressed MotionMark suits test, but it also
improved images test a bit, reduced the GPU and CPU load and fixed
glitches in android. We'll continue working on improving suits on top of
DDL instead of disabling it.
