Gate CacheStorageRepresentation IPC behind AllowTestOnlyIPC

Add [EnabledBy=AllowTestOnlyIPC] so the generated dispatcher rejects this
message outside of test configurations,
matching other test-only endpoints such as GeneralStoragePathForTesting.
