REGRESSION(315890@main): [Tools] rapidfuzz 3.14.5 is not available as wheel
for Linux ARM32

It seems currently the last version of rapidfuzz available for Linux ARM32
as wheel is 3.14.3.
This is causing problems with the step `show-identifier` on the ARM32 bots,
so downgrade the version.
