[GLIB] Mark WebGL offscreencanvas context-lost worker tests as flaky

Backporting 308490@main (bug 282031, make WebGL create* infallible) turns
webgl/{1.0.x,2.0.y}/conformance/offscreencanvas/context-lost{,-restored}-worker.html
from constant text failures into passes. Under stress on the assertions-enabled
WPE bot they still time out intermittently (they pass on GTK), so mark them
[ Pass Timeout ] under the existing webkit.org/b/251106 flaky group rather than
expecting an unconditional pass.
