[run-benchmark] Expose the diagnose directory to browser drivers via the
benchmark config

Expose the diagnose directory to browser drivers via the benchmark config,
alongside the existing device_id/enable_signposts entries. This lets drivers
collect per-iteration diagnostics into the directory rather than only having
access to it on test failure.
