Mark FileSystemHandleSerializationEnabled stable for Cocoa
https://bugs.webkit.org/show_bug.cgi?id=319251
Reviewed by Tim Nguyen and Sihui Liu.
This allows for serializing and storing of FileSystemHandle objects. It
is only enabled for Cocoa to match FileSystemEnabled.
