Add a fuzzy meta to http/tests/cache/disk-cache/shattered-deduplication.html

To address the potential rendering difference at the boundary between the top
gray block and the white block below it, we add a fuzzy meta tag.
This added flexibility is small enough that it would capture regressions in how
the pdfs would be rendered in iframes.
