[Custom Highlight] Unskip ::highlight() decoration metrics tests now passing
after the text-underline-offset fix.

Unreviewed Test Gardening.
The text-underline-offset fix (which resolves highlight decoration
offset/thickness against the painting box)
also made font-, container-query-, and viewport-relative decoration metrics
resolve correctly in ::highlight().
