Rename WebTransportOptions.datagramsReadableMode to datagramsReadableType

Reviewed by Basuke Suzuki.
This matches the latest spec. In the spec it is required for using byob
buffers when reading datagrams.
I'm planning to submit a PR to wpt with my wpt changes
