appearance: base-select select styling lacks adequate polish and
professionalism

Folds in a number of experimental updates to customizable select UA styles,
with the goal of removing the *need* for authors to apply their own styling
(as well as fixing some very noticeable problems with the existing styles):
- Refinements to spacing (padding, margins, etc.)
- Refinements to border and background color-mix()es
- Adjustments to border-radius to more closely match common design patterns
- Handling overflow rather than letting it spill out
- More appropriate cursor styles
- Removing unnecessary text-transform rule. (none == initial)
- Switching to 'system-ui' for iconography
- Applying border-box sizing more extensively, to better match author resets
- Corrections to anchor positioning fallback behaviors
- Adding a box-shadow to the picker dialog
- Adding optgroup styling
- Adding prefers-contrast mode colors
Slightly more experimental updates include:
- Styling for :user-invalid
- Color-matched styling for the picker dialog
Landing on main to keep open a compat gap with Chrome and help maintain
some space for the standardization groups to maneuver while these points
are discussed and resolved.
Tests were updated:
- A few marked as known failures given the new rules.
- Most reftests now import a copy of our html.css rules into their -expected
references so they still work. ASuppressed animations so they snapshot
reliably.
These are both applied as one-liners for easy diffing.
- Some keyboard navigation tests depended too much on geometry, they are now
more robust. This set of changes should be exported to WPT.
- Adjusted focus outline test to work with moved declaration. (Moved
outline-offset to reduce selector matching in UA stylesheet, and to
apply it more consistently.)
