Install TestWebKitAPI and API-test executables on tools builds

The TestWebKitAPI, TestWTF, TestIPC, and TestWGSL executables are built
by the tools build but never installed, so run-api-tests can not find
them in the collected root. Give each an INSTALL_PATH in the Resources
folder of WebKit.framework, mirroring WebKitTestRunner, so the tools
build collects them.
No new tests since this change is not directly testable.
