[CSS Fonts] Enable @font-face metric override descriptors by default

318680@main completed WebKit's implementation of the @font-face
ascent-override, descent-override, and line-gap-override descriptors. The
implementation is covered by WPT, and these descriptors have shipped in Blink
and Gecko since 2021. Enable them by default while retaining the preference
for debugging and rollback.
