The fast-cq mode skipped compiling and running layout tests for a revert
submitted to
the commit-queue. Its property was only ever set while reading a Bugzilla
attachment, so
it can no longer be set, and the same is true of the patch author which the
results
database reported when a change had no pull request owners.
The merge-queue keeps skipping layout tests for a change which already passed
mac-wk2.
