Extend WPT coverage for SVG paths and points

Reviewed by Dan Glastonbury.
This is adding a number of WPT tests for path data and SVG points error
processing to avoid regression in the future. It doesn't cover yet
everything. Some discussions are happening on
https://github.com/w3c/svgwg/issues/764
https://github.com/w3c/svgwg/issues/763
for the trailing part of the error.
This will be exported to WPT.
