Remove unused `tryAllocateBuffer` from `Vector.h`

This patch removes unused code, I tried to find any call sites
but couldn't.
* Source/WTF/wtf/Vector.h:
(WTF::VectorBufferBase::allocateBuffer):
(WTF::VectorBuffer::allocateBuffer):
(WTF::VectorBufferBase::tryAllocateBuffer): Deleted.
(WTF::VectorBuffer::tryAllocateBuffer): Deleted.
