[WTF] numberOfProcessorCores() should honor the env var
NUMBER_OF_PROCESSORS if set

We use this env var on the CI bots to tell the test runner how much
parallelism it
can use, so WTF::numberOfProcessorCores() should honor that if set.
The other env var honored there which is named "WTF_numberOfProcessorCores"
was
added on 185692@main and I don't see it used anywhere, but I kept it out of
precaution and with higher priority than NUMBER_OF_PROCESSORS.
