Allow Swift on Windows

Partial revert of https://commits.webkit.org/318030@main, to enable WebKit's
default Swift-related behavior on the Windows platform. In practice, this will
mean that the Windows port now enables some Swift WebKit features if a Swift
toolchain is found to be available, just as occurs on other platforms.
